How do I stop cashiers from changing prices or giving away discounts at the till?

Make it a permission rather than a rule. In MISAll, price overrides, discounts, voids and refunds are per-user rights, and a cashier can be given a maximum round-down amount so small change is handled without opening the door to arbitrary edits.

Telling staff not to discount does not survive a busy Saturday. The useful control is that the button either does nothing for that account or is capped at an amount you chose.

The round-down cap is the setting most owners want and do not know to ask for. Cashiers legitimately need to knock a few cents off to avoid handling coins nobody carries. Set a ceiling on that and the behaviour stays convenient without becoming a hole.

Permissions only tell you what someone is allowed to do. To see what actually happened you want the other half: sales by cashier, and the system log of who edited which document and when. Owners who catch problems usually catch them in the log, not in the permission screen.
